It has to be a bit of both. Good characters are essential, but they have to be involved in something that challenges them and challenges the readers. The most fantastic plot in the world is nothing unless it involves characters with which the reader can relate.
Certainly, a story isn't going to be good if it has one element and not another. But sometimes I've run into the situation where there is good plot and good character development, but because the story is driven by the plot, rather than by the characters, I just can't get into it. _________________ Violet "Violanthe" Kane
